"Fair" to the parents? Parenthood is not a fair arrangement. It is a choice to take responsibility for another person's wellbeing for at least 18 years -- and that includes if they have children as minors. It also includes caring for children who are disabled that need care far beyond 18 years. If someone wants a "fair" arrangement, they better not have children!
